ACMA numbering plan, alphanumeric Sender ID and consent: a gazette for SMS-A2P traffic into Australia

The Australian Communications and Media Authority (ACMA) administers the Australian numbering plan and the rules for alphanumeric Sender ID and calling-line identity. Preamble

Section 1 — Pursuant to the Telecommunications Act 1997 (Cth), the Telecommunications Numbering Plan 2015 and the Reducing Scam Calls and Scam SMS Industry Code (C661:2024), this Gazette is issued in respect of the delivery of SMS-A2P traffic into Australia and registration of Sender ID.

ACMA-aware onboarding + carrier agreements

Sender ID Register enrolment

Brands enrol their Sender IDs (e.g. "AusPost", "CommBank") on the SMS Sender ID Register. Required: ABN, trademark or brand evidence, sample message. Activation: 5-10 business days.

Do Not Call Register screening

Every marketing send is washed against the Do Not Call Register at the API edge; registered numbers are rejected before dispatch. Transactional traffic is exempt.

STOP keyword handling

Every commercial message carries a STOP unsubscribe; opt-outs are honoured within five business days under the Spam Act 2003.
