The Communications Authority in practice: CLI verification, sender ID and the reserved-ID list for A2P SMS into Kenya

The Communications Authority of Kenya (CA) regulates the +254 numbering plan and the sender identifier under the Kenya Information and Communications Act (Cap. 411A). Three networks cover the country: Safaricom, Airtel Kenya and Telkom Kenya. 4notify routes through tier-1 international A2P gateways to all three, registers the alphanumeric sender ID and verifies the reserved-ID list at the API edge — traceable delivery, without grey-route.

The CA numbering plan

The CA compliance chain in five steps

    CA registration + operator contracts

    4notify is registered with the CA as a messaging provider and holds sender-ID contracts with all three operators.

    Alphanumeric sender ID registration

    Brands register their sender ID with the operators. Requirements: registered trademark, sample message, declaration of use. Activation: 5-10 business days.

    Reserved-ID list verification

    Banks, public bodies and emergency services can never be impersonated as sender. 4notify mirrors the reserved-ID list at the API edge every 5 minutes.

    Lawful-basis enforcement

    For commercial messages, the Data Protection Act, 2019 (ODPC) lawful basis is verified at envelope level; deliveries without permission are blocked at the API edge.

    Opt-out keyword processing

    On every commercial message, STOP and UNSUBSCRIBE keywords are processed within 3 days and reflected in the suppression list.

Do I need a Kenyan company to send SMS to Kenya?

4notify operates the tier-1 international gateways from European infrastructure, but sender-ID registration requires a brand with demonstrable ownership. We support the application to Safaricom, Airtel Kenya and Telkom Kenya.

What is the penalty for impersonating a reserved identifier?

Impersonating a reserved-list sender ID (banks, government, emergencies) can attract CA sanctions and liability for fraud. That is why 4notify verifies the list before every send.
