MCMC numbering plan, Sender ID registration and A2P routing for traffic terminating in Malaysia

The Malaysian Communications and Multimedia Commission (MCMC) administers the +60 numbering plan and the Sender ID regime under the Communications and Multimedia Act 1998. Four mobile networks carry domestic traffic: Maxis, Celcom Digi (the post-merger Celcom + Digi entity), U Mobile and Yes (YTL Communications). 4notify routes via direct tier-1 interconnects with all four, registers alphanumeric Sender IDs and enforces the Do-Not-Originate (DNO) list at the API edge.

Preamble

Whereas, in exercise of the powers conferred by section 25 of the Communications and Multimedia Act 1998 and the National Numbering Plan administered by the MCMC, this Warta is issued concerning A2P SMS traffic into Malaysia and the registration of Sender Identification.

MCMC notification + carrier contracts

4notify is registered with MCMC as an A2P delivery provider and holds Sender ID contracts with Maxis, Celcom Digi, U Mobile and Yes.

Alphanumeric Sender ID registration

Brands register their Sender ID (e.g. "MAYBANK", "POSLAJU") with each operator. Requirements: registered trademark or business registration (SSM), sample message, declaration of use. Activation: 5-10 business days.

DNO list enforcement

Banks, federal agencies and emergency services may never be impersonated as a sender. 4notify replicates the DNO list at the API edge with a 5-minute cache TTL.

Unsubscribe keyword processing

On every commercial message, the keywords STOP / BERHENTI are processed within 3 days and propagated into the suppression list across all four carriers.
