NCC numbering plan, alphanumeric sender ID and A2P routing into Nigeria

The Nigerian Communications Commission (NCC) administers the +234 numbering plan and the rules for alphanumeric sender ID. Four operators carry the country: MTN Nigeria, Airtel, Glo (Globacom) and 9mobile. 4notify routes over tier-1 international gateways into all four, registers the alphanumeric sender ID with each, and enforces the DND short-code (2442) suppression list at the API edge.

Preamble

Section 1 — In exercise of the powers conferred by the Nigerian Communications Act 2003 and the National Numbering Plan administered by the NCC, this Gazette is issued concerning the delivery of A2P SMS traffic into Nigeria and the registration of alphanumeric sender identifiers.

Gateway interconnect + sender ID contracts

4notify holds tier-1 international interconnects and sender-ID agreements with MTN, Airtel, Glo and 9mobile for branded A2P traffic.

Alphanumeric sender ID registration

Brands register their sender ID (e.g. "GTBank", "NIPOST") with the operators. Requirements: company registration (CAC), sample message. Activation: 5-10 business days.

DND (2442) register enforcement

The NCC 2442 Do-Not-Disturb register governs marketing traffic; 4notify mirrors it at the API edge every 5 minutes and blocks non-compliant promotional sends.

Opt-out keyword processing

On every commercial message the STOP keyword is processed within 3 days and reflected in the suppression list across all four operators.
