NIN, NIMC and NgGov services: one-time codes and service notices to the Nigerian citizen

The National Identity Management Commission (NIMC) issues the National Identification Number (NIN), the identity anchor for over a hundred million Nigerians and the gateway to NgGov digital services. 4notify integrates with the government notification layer and delivers enrolment notices, appointment reminders and one-time codes, with the NIN masked at the envelope level.

Preamble

Section 1 — In exercise of the powers conferred by the National Identity Management Commission Act 2007 and the NIMC enrolment and verification regulations, this Gazette is issued concerning the delivery of NIN and NgGov service notices.

The delivery envelope carries the NIN only as a hash (SHA-256 + salt); the cleartext number stays in the institutional system.

Service ready → push (60s) → SMS (2 min) → email (5 min); the citizen's channel preference lives in their NgGov profile.

One-time code delivery

NIN and NgGov OTPs are delivered inside a 60-second window; if SMS fails, email backs it up.
