ICASA in practice: CLI validation, alphanumeric Sender ID and RICA-aligned A2P SMS traffic into South Africa

The Independent Communications Authority of South Africa (ICASA) regulates the +27 numbering plan and Sender ID under the Electronic Communications Act 36 of 2005. RICA (Act 70 of 2002) requires every SIM to be registered to a verified identity, and WASPA administers the industry Code of Conduct. 4notify routes over tier-1 direct interconnects with Vodacom, MTN, Telkom and Cell C, and aligns subscriber records and opt-out handling at the API edge.

Five-step ICASA + RICA + WASPA compliance chain

  1. 01

    ICASA registration + operator agreements

4notify is registered within the relevant ICASA framework and holds Sender-ID agreements with all four operators.

  2. 02

    Alphanumeric Sender ID registration

Brands register Sender IDs with the operators. Required: CIPC company registration, sample message, usage statement. Activation: 5-10 working days.

  3. 03

    RICA-aligned subscriber records (mandatory)

Every two-way number carries RICA-registered subscriber records under Act 70 of 2002; mismatched ranges are rejected at the API edge.

  4. 04

    WASPA Code of Conduct enforcement

Banks, government and emergency services may not be impersonated as senders. 4notify mirrors the WASPA suppression list at the API edge at five-minute intervals.

  5. 05

    STOP keyword handling

Every marketing message processes STOP and OPTOUT within the WASPA window and updates the suppression list across all four networks.

Frequently asked questions

Do I need a South African entity to send SMS into South Africa?

4notify manages the tier-1 interconnects from EU infrastructure, but Sender-ID registration requires a CIPC company registration and a brand owner in South Africa. RICA-aligned subscriber records remain a South African requirement.

What is the penalty for a WASPA breach?

WASPA can impose fines and suspend short codes for breaches of its Code of Conduct. Separately, POPIA penalties may apply for unlawful direct marketing or a data breach.

How long does Sender-ID activation take?

Usually 5-10 working days. Vodacom is typically fastest; MTN, Telkom and Cell C may take 1-2 days longer.
