Ghana Card, Ghana.gov and GhanaPostGPS: one-time codes and trámite alerts for the Ghanaian citizen
The National Identification Authority (NIA) issues the Ghana Card to millions of citizens and residents under the National Identification Authority Act, 2006 (Act 707); Ghana.gov concentrates state trámites; and the GhanaPostGPS digital address resolves every plot of land to a five-character code. 4notify integrates with the digital-government notification gateway and delivers trámite alerts, appointment reminders and one-time codes with PIN masking.
Whereas, in exercise of the powers conferred by section 2 of the National Identification Authority Act, 2006 (Act 707), the Electronic Transactions Act, 2008 (Act 772) and the Data Protection Act, 2012 (Act 843), this Proclamation is issued concerning the delivery of citizen-service alerts for Ghana Card, Ghana.gov and GhanaPostGPS.
Recognises electronic records, electronic signatures and the legal validity of digital trámite notifications.
Imposes purpose-limitation and minimisation duties on personal-data processing within digital-government systems.
Integration with Ghana.gov
4notify integrates with the Ghana.gov notification gateway; quarterly penetration tests are conducted against the connector.
Ghana Card PIN masking
The delivery envelope carries the Ghana Card PIN only as a SHA-256 hash with salt; the clear-text PIN stays inside the institutional system.
Three-channel cascade
Trámite ready → push (60s) → SMS (2 min) → email (5 min); the citizen's preference is stored in their Ghana.gov profile.
OTP delivery
One-time codes for Ghana.gov and high-trust trámites land inside a 60-second window; if SMS fails, email fallback fires automatically.
