NCA in practice: CLI verification, alphanumeric Sender ID and the Do-Not-Originate register for A2P-SMS into Ghana

The National Communications Authority (NCA) administers the +233 numbering plan and approves the alphanumeric Sender ID register under the Electronic Communications Act, 2008 (Act 775). Three mobile network operators carry the traffic: MTN Ghana, Telecel (formerly Vodafone Ghana) and AT (AirtelTigo). 4notify routes through tier-1 direct interconnects with all three, files the alphanumeric Sender ID and screens the Do-Not-Originate list at the API edge.

The NCA compliance chain in five steps

  1. 01

    NCA filing + operator agreements

4notify is filed with the NCA as a messaging provider and holds Sender ID agreements with MTN Ghana, Telecel and AT.

  2. 02

    Alphanumeric Sender ID registration

Brands register their Sender ID with each operator. Requirements: registered trademark, sample message, attestation of use. Activation: 5-10 business days.

  3. 03

    Do-Not-Originate screening

Banks, government entities and emergency services may not be spoofed as senders. 4notify mirrors the NCA DNO register at the API edge and refreshes it every 5 minutes.

  4. 04

    Lawful-basis enforcement

For commercial messages the Data Protection Act, 2012 (Act 843) lawful basis is screened at envelope level; dispatches without permission are blocked at the API edge.

  5. 05

    STOP keyword processing

Every commercial dispatch processes STOP and EXIT keywords within 3 days, reflected in the global suppression list.

Frequently asked questions

Do I need a Ghanaian company to send SMS into Ghana?

No. 4notify operates the tier-1 interconnects from European infrastructure, but for Sender ID registration you must provide a trademark with demonstrable ownership. We walk you through the filing at MTN Ghana, Telecel and AT.

What is the penalty for spoofing a reserved Sender ID?

Spoofing a Sender ID on the NCA Do-Not-Originate register (banks, government, emergency services) can trigger NCA enforcement under the Electronic Communications Act, 2008 (Act 775) and exposure for fraud. That is why 4notify screens the DNO list before every dispatch.

How long does Sender ID activation take?

Typically 5 to 10 business days. MTN Ghana is usually the fastest; Telecel and AT may take 1-2 days more depending on trademark documentation.
