NCA numbering plan, Sender ID register and A2P routing into Ghana
The National Communications Authority (NCA) administers the +233 numbering plan and approves the Sender ID register under the Electronic Communications Act, 2008 (Act 775). Three mobile network operators carry the traffic: MTN Ghana, Telecel (formerly Vodafone Ghana) and AT (AirtelTigo). 4notify routes through tier-1 direct interconnects with all three, files the alphanumeric Sender ID and screens the DNO list at the API edge.
Whereas, in exercise of the powers conferred by section 3 of the Electronic Communications Act, 2008 (Act 775) and the National Numbering Plan published by the National Communications Authority, this Proclamation is issued concerning the carriage of A2P-SMS traffic into Ghana and the registration of the alphanumeric Sender ID.
Defines +233 ranges, mobile blocks, short codes and the rules for alphanumeric sender presentation.

NCA filing + operator agreements

Alphanumeric Sender ID registration
Brands register their Sender ID (e.g. "GCBBank", "GhPost") with each operator. Requirements: registered trademark, sample message, attestation of use. Activation: 5-10 business days.
DNO list enforcement
Banks, government entities and emergency services may not be spoofed as senders. 4notify mirrors the NCA Do-Not-Originate list at the API edge and refreshes it every 5 minutes.
STOP keyword processing
Every commercial message processes STOP and EXIT keywords within 3 days and reflects the choice in the global suppression list.
