NCA numbering plan, Sender ID register and A2P routing into Ghana

The National Communications Authority (NCA) administers the +233 numbering plan and approves the Sender ID register under the Electronic Communications Act, 2008 (Act 775). Three mobile network operators carry the traffic: MTN Ghana, Telecel (formerly Vodafone Ghana) and AT (AirtelTigo). 4notify routes through tier-1 direct interconnects with all three, files the alphanumeric Sender ID and screens the DNO list at the API edge.

SMSVoice
Preamble

Whereas, in exercise of the powers conferred by section 3 of the Electronic Communications Act, 2008 (Act 775) and the National Numbering Plan published by the National Communications Authority, this Proclamation is issued concerning the carriage of A2P-SMS traffic into Ghana and the registration of the alphanumeric Sender ID.

Statutory basis
Electronic Communications Act, 2008 (Act 775)

Vests the NCA with authority over the numbering plan, sender identification, type-approval and quality of service for electronic communications.

National Numbering Plan (NCA)

Defines +233 ranges, mobile blocks, short codes and the rules for alphanumeric sender presentation.

NCA SMS A2P Guidelines

Operational rules for aggregators, content filtering, sender registration and the Do-Not-Originate register.

Implementation
01

NCA filing + operator agreements

4notify is filed with the NCA as a messaging provider and holds Sender ID agreements with MTN Ghana, Telecel and AT.

02

Alphanumeric Sender ID registration

Brands register their Sender ID (e.g. "GCBBank", "GhPost") with each operator. Requirements: registered trademark, sample message, attestation of use. Activation: 5-10 business days.

03

DNO list enforcement

Banks, government entities and emergency services may not be spoofed as senders. 4notify mirrors the NCA Do-Not-Originate list at the API edge and refreshes it every 5 minutes.

04

STOP keyword processing

Every commercial message processes STOP and EXIT keywords within 3 days and reflects the choice in the global suppression list.

The 4notify difference

4notify is the only A2P provider with concurrent Sender ID coverage on MTN Ghana, Telecel and AT and API-edge enforcement of the NCA Do-Not-Originate register aligned with the National Numbering Plan.

Frequently asked questions
Do I need a Ghanaian company to send SMS into Ghana?

No. 4notify operates the tier-1 interconnects from European infrastructure. For Sender ID registration you need a trademark with demonstrable ownership — we walk you through the filing at MTN, Telecel and AT.

What is the Do-Not-Originate list and why does it matter?

It is the NCA register of reserved sender identifiers (banks, government, emergency services) that may not be spoofed. 4notify screens every dispatch against it to block impersonation fraud.
