eID Malta, mygov.mt and the delivery of one-time codes to the Maltese citizen

The mygov.mt portal concentrates the services of the Government of Malta, and the eID Malta scheme — notified under eIDAS at the substantial level of assurance — gives a single digital identity to citizens and residents. 4notify integrates with the notification gateway of the Office of the Prime Minister (servizz.gov.mt) and delivers appointment reminders, case-progress notices and one-time codes for eID step-up, with ID-card number masking.

Preamble

Article 1. — By the Grace of the Order, and pursuant to the Electronic Commerce Act (Cap. 426) of the Laws of Malta, the Public Administration Act (Cap. 595) and Regulation (EU) No. 910/2014 (eIDAS), this present Bando is hereby published touching upon the delivery of digital-government notices and eID Malta authentication codes.

Integration with the mygov.mt gateway

4notify integrates with the servizz.gov.mt notification gateway; quarterly penetration testing aligned with the Office of the Information and Data Protection Commissioner.

ID-card number masking

The delivery envelope only carries the ID-card number as a salted SHA-256 hash; the clear number stays inside the issuing institution and is resolved locally on the agency side.

Three-channel cascade

Service-ready → push (60 s) → SMS (2 min) → email (5 min); the citizen sets the preference inside their mygov.mt profile and the cascade respects it on every envelope.

One-time code delivery

OTPs for eID Malta step-up and digital signature are delivered inside a 60-second window; if SMS fails, fall back to email with the same audit signature.
