MCA numbering plan, Sender ID and A2P routing into Malta over GO, Melita and Epic
The Malta Communications Authority (MCA) regulates the +356 numbering plan and the alphanumeric Sender ID under the Electronic Communications (Regulation) Act (Cap. 399). Three operators cover the islands: GO plc, Melita and Epic Communications Limited. 4notify routes via direct tier-1 termination on all three, registers the alphanumeric Sender ID, and verifies the Do Not Originate list at the API edge before every send.
Article 1. — By the Grace of the Order, and pursuant to the Electronic Communications (Regulation) Act (Cap. 399) of the Laws of Malta and the National Numbering Plan administered by the Malta Communications Authority, this present Bando is hereby published touching upon the delivery of A2P SMS traffic into these Islands and the registration of the Sender ID.
Allocation of +356 ranges, mobile numbering blocks (79, 77, 99, 98, 96) and short codes.
Quality of service, identification and traceability obligations applying to A2P SMS traffic.
MCA notification plus operator contracts
4notify is notified to the MCA as an electronic communications service provider and holds Sender ID contracts with GO, Melita and Epic for the +356 plan.
Alphanumeric Sender ID registration
Brands register their Sender ID (e.g. "BOV", "MaltaPost") with each of the three operators. Requirements: registered trademark or commercial registration, sample message, declaration of use. Activation: 5–10 working days.
Do Not Originate list verification
Banks, government and emergency services may never be spoofed as the Sender ID. 4notify mirrors the DNO list at the API edge and refreshes it every 5 minutes.
Opt-out keyword handling
On every commercial message the keywords STOP and UNSUBSCRIBE are processed within 3 days and added to the suppression list at API ingress.
