PhilSys / PhilID, eGovPH and DICT services: notice delivery to the Filipino citizen

The Philippine Identification System (PhilSys), established by Republic Act 11055, gives every Filipino a single foundational ID — the PhilID — anchored on the PSN. The eGovPH super-app, operated by the DICT, consolidates national-government services in a single mobile front door. 4notify wires into the digital-government notification gateway and delivers application-status updates, appointment reminders and one-time PINs, with PSN masking on the wire.

Preamble

Whereas, pursuant to Republic Act No. 11055 (Philippine Identification System Act) and Republic Act No. 10844 (Department of Information and Communications Technology Act), and in line with the DICT's eGovPH policy, the present Diaryo is issued on the delivery of digital-government notices.

eGovPH gateway integration

4notify integrates with the digital-government notification gateway; penetration tests every quarter.

PSN masking on the wire

The envelope only carries the PSN as a hash (SHA-256 plus salt); the cleartext PSN stays inside the issuing agency's stack.

Three-channel cascade

Application ready → push (60 s) → SMS (2 min) → email (5 min); the citizen's preference lives in the eGovPH profile.

OTP delivery

OTPs for eGovPH and PhilSys-bound flows clear within a 60-second window; if SMS fails, the cascade falls through to email.

Can 4notify see the citizen's PSN?

No. The envelope only carries a hashed PSN; the issuing agency keeps the cleartext PSN inside its own stack and resolves the hash locally.

Does this also cover LGU and barangay notices?

Yes — once a local government unit is onboarded onto eGovPH, its appointment and document-ready notices ride the same envelope on the channel the citizen chose.
