NTC sender-ID, +63 numbering plan and the SIM Registration Act: A2P routing into the Philippines

The National Telecommunications Commission (NTC) administers the +63 numbering plan and sender-ID registration. Three operators cover the country: Globe Telecom, Smart Communications and DITO Telecommunity. The SIM Registration Act (Republic Act 11934) ties every active SIM to a registered subscriber. 4notify routes over direct tier-1 connections to all three operators, registers alphanumeric sender IDs and enforces the do-not-originate list at the API edge.

Preamble

Whereas, pursuant to the provisions of Republic Act No. 7925 (Public Telecommunications Policy Act) and Republic Act No. 11934 (SIM Registration Act), and in line with NTC Memorandum Circular No. 04-06-2023 on alphanumeric sender-ID registration, the present Diaryo is issued on the routing of A2P SMS traffic into the Philippines.

Implementation

NTC accreditation + operator contracts

4notify is accredited with the NTC as a content provider and holds sender-ID contracts with Globe, Smart and DITO.

Alphanumeric sender-ID registration

Brands register their sender ID (for example "BDO", "PhilPost") with each operator. Requirements: registered trade mark and sample messages. Activation: 5-10 working days.

Do-not-originate enforcement

Banks, government agencies and emergency services are reserved sender IDs; 4notify mirrors the operator do-not-originate list at the API edge, refreshed every five minutes.

STOP keyword processing

On every commercial message, the keywords STOP and OPT-OUT are honoured within three days and reflected in the suppression list.

Do you need a Philippine company to send SMS to PH?

What is the do-not-originate list and why does it matter?

It lists reserved sender IDs (banks, government, emergency services) that cannot be spoofed. 4notify enforces it before every send to prevent impersonation fraud — a known smishing vector under the SIM Registration Act regime.
