NTC in practice: CLI verification, alphanumeric sender ID and the do-not-originate list for A2P SMS traffic into the Philippines

The National Telecommunications Commission (NTC) administers the +63 numbering plan and sender-ID registration under Republic Act 7925 (Public Telecommunications Policy Act). Three operators cover the country: Globe Telecom, Smart Communications and DITO Telecommunity. Republic Act 11934 (SIM Registration Act) ties every active SIM to a registered subscriber. 4notify routes over direct tier-1 connections to all three, registers alphanumeric sender IDs and enforces the do-not-originate list at the API edge — no grey-route detours.

The three Philippine mobile operators

DITO Telecommunity

Share: ~10% · P50: 3.0 s

NTC compliance chain in five steps

  1. 01

    NTC accreditation + operator contracts

4notify is accredited with the NTC as a content provider and holds sender-ID contracts with all three operators.

  2. 02

    Alphanumeric sender-ID registration

Brands register their sender ID with each operator. Requirements: registered trade mark, sample messages, declaration of use. Activation: 5-10 working days.

  3. 03

    Do-not-originate enforcement

Banks, government and emergency services are reserved sender IDs and cannot be spoofed. 4notify mirrors the list at the API edge, refreshed every five minutes.

  4. 04

    SIM Registration Act gating

Under RA 11934, every active SIM is bound to a registered subscriber. 4notify checks registration state before commercial sends and blocks unregistered destinations at the API edge.

  5. 05

    STOP keyword processing

On every commercial message, the keywords STOP and OPT-OUT are honoured within three days and reflected in the suppression list.

Frequently asked questions

Do you need a Philippine company to send SMS to PH?

4notify holds the tier-1 routing from European infrastructure, but sender-ID registration requires a brand with demonstrable trade-mark ownership. We shepherd the filing with Globe, Smart and DITO on your behalf.

What is the penalty for spoofing a reserved sender ID?

Spoofing a sender ID on the do-not-originate list (banks, government, emergency) can trigger NTC sanctions and criminal liability for fraud under the SIM Registration Act. That is why 4notify enforces the list before every send.

How long does sender-ID activation take?

Typically 5-10 working days. Globe is usually fastest; Smart and DITO can take 1-2 days more.
