ComReg numbering plan, alphanumeric sender ID and CLI verification: an annal for SMS-A2P traffic to Ireland

The Commission for Communications Regulation (ComReg) administers the Irish numbering plan and alphanumeric sender ID rules under the Communications Regulation Act 2002. Following its SMS scam interventions, ComReg has tightened CLI verification and is building a registered sender-ID regime. 4notify routes over tier-1 direct connections with Vodafone Ireland, Three Ireland and Eir, and mirrors the Do-Not-Originate list at the API edge.

SMSVoice
Preamble

Item 2 — Pursuant to the Communications Regulation Act 2002 and the European Communications Code (S.I. No. 444 of 2022), this Annal is recorded concerning the delivery of SMS-A2P traffic to Ireland, CLI verification and sender-ID registration.

Statutory Basis
Communications Regulation Act 2002

Establishes ComReg and its authority over the Irish numbering plan and sender-ID rules.

S.I. No. 444 of 2022 (European Communications Code)

Transposes the EU code; end-user protection and CLI integrity obligations on operators.

ComReg SMS Scam Protection measures

Registered sender-ID regime, CLI verification and Do-Not-Originate list to curb spoofed messages.

Implementation
01

ComReg notification + operator agreements

4notify is notified to ComReg as an electronic communications provider and has signed sender-ID agreements with all three operators.

02

Alphanumeric sender ID registration

Brands register sender IDs (e.g. "AIB", "AnPost") with operators. Required: proof of trade-mark or company name, sample message. Activation: 5–10 working days.

03

CLI verification + DNO mirroring

Banks, government bodies and emergency services never appear as senders. 4notify mirrors the Do-Not-Originate list at the API edge on a 5-minute interval.

04

STOP keyword handling

Every commercial message carries a STOP / opt-out path; opt-outs are processed within 3 days and propagated across all three operators.

Frequently Asked Questions
Do I need an Irish legal entity to send SMS to Ireland?

No. 4notify operates tier-1 connections from EU infrastructure. For sender-ID registration the brand provides proof of trade-mark or company name; an Irish presence is not strictly required for most commercial sender IDs.

What is the Do-Not-Originate (DNO) list?

A ComReg-aligned list of numbers (banks, state bodies, emergency services) that must never appear as the originating CLI. 4notify mirrors it at the API edge so spoofed sender IDs are blocked before send.
