Do I need an Irish legal entity to send SMS to Ireland?

4notify operates tier-1 connections from EU infrastructure. For sender-ID registration the brand provides proof of trade-mark or company name; an Irish presence is not strictly required for most commercial sender IDs.

What is the penalty for sending without consent?

Unsolicited electronic marketing breaches the ePrivacy Regulations (S.I. No. 336 of 2011), enforced by the Data Protection Commission, and can attract prosecution and fines per message. GDPR penalties may also apply.
