MyGovID, Revenue ROS digital certificate and one-time passcode delivery: digital government notices for Irish citizens

MyGovID is the Irish public service identity, used across Revenue, the Department of Social Protection and MyWelfare. Revenue ROS issues a digital certificate for tax filing. 4notify integrates with the digital government notification layer and delivers appointment reminders, verification notices and one-time passcode delivery — with PPSN masking throughout.

Item 4 — Pursuant to the Electronic Commerce Act 2000 and the Social Welfare Consolidation Act 2005 (public service identity provisions), this Annal is recorded concerning the delivery of MyGovID and Revenue ROS notices.

4notify integrates with the MyGovID and ROS notification gateway; quarterly penetration testing.

PPSN masking

The delivery envelope carries only a hashed PPSN (SHA-256 + salt); the clear number stays in the originating system.

Three-channel cascade

Verification required → push (60s) → SMS (2 min) → email (5 min); citizen preference held in the MyGovID profile.

One-time passcode delivery

MyGovID and ROS OTPs within a 60-second window; on SMS failure, email fallback.
