The MOC in practice: CLI verification, alphanumeric sender ID and the do-not-originate list for A2P SMS traffic into Israel

The Ministry of Communications (MOC) regulates the +972 numbering plan and the sender identifier under the Communications (Telecommunications and Broadcasting) Law, 5742-1982. Four operators cover the country: Cellcom, Partner, Pelephone and HOT Mobile. 4notify routes over direct tier-1 connections with all four operators, registers the alphanumeric sender ID and verifies the do-not-originate list at the API edge. Traceability and delivery, with no grey-route.

The MOC compliance chain in five steps

  1. 01

    MOC notification + operator contracts

4notify is notified to the MOC as a messaging provider and holds sender-ID contracts with all four operators.

  2. 02

    Alphanumeric sender-ID registration

Brands register their sender ID with the operators. Requirements: registered trademark, sample message, declaration of use. Activation: 5-10 business days.

  3. 03

    Do-not-originate verification

Banks, public bodies and emergency services can never be spoofed as a sender. 4notify mirrors the reserved-identifier list at the API edge every 5 minutes.

  4. 04

    Processing-basis enforcement

For commercial messages the Protection of Privacy Law / PPA consent basis is verified at the envelope level; deliveries without permission are blocked at the API edge.

  5. 05

    Opt-out keyword processing

On every commercial message the keywords STOP and HASER (remove) are processed within 3 days and reflected in the suppression list.

Frequently asked questions

Do I need an Israeli company to send SMS to Israel?

4notify operates the tier-1 connections from European infrastructure, but sender-ID registration requires a trademark with demonstrable ownership. We accompany the filing at Cellcom, Partner, Pelephone and HOT Mobile.

What is the penalty for spoofing a reserved identifier?

Spoofing a do-not-originate sender ID (banks, government, emergencies) can lead to MOC sanctions and liability for fraud. That is why 4notify verifies the list before every send.

How long does sender-ID activation take?

Typically 5 to 10 business days. Cellcom is usually the fastest; Partner, Pelephone and HOT Mobile may take 1-2 days more.
