The Israel Invoice 2024 mandate, allocation numbers and VAT: delivery and validation notices for the Israeli business

The Israel Tax Authority administers the Israel Invoice (חשבונית ישראל) clearance model, phased in from 2024, under which invoices above a threshold must obtain an allocation number from the Authority before they can be deducted as input VAT. 4notify integrates with Israeli accounting and ERP systems and delivers allocation-number confirmations, validation status reports and delivery notices to the right bookkeeper.

Preamble

Section 1 — By virtue of the authority vested by the Value Added Tax Law, 5736-1975 and the Israel Tax Authority directives on the allocation-number (Israel Invoice) clearance model, the present Record is issued concerning the delivery of allocation confirmations and validation reports.

Legal basis
Value Added Tax Law, 5736-1975

Legal basis for VAT, input-tax deduction and the invoice as a deductible document.

Israel Tax Authority — Israel Invoice (allocation number) directives

Mandatory allocation number for invoices above the threshold before input-VAT deduction; phased rollout from 2024.

Income Tax Ordinance — record-keeping rules

Retention and integrity obligations for accounting documents and electronic records.

Implementation
01

Accounting-system webhook

4notify subscribes to the invoice queue of the ERP or accounting software; validation runs before forwarding to the Tax Authority's allocation service.

02

Allocation-number confirmation + validation report

Confirmation to the issuer within 60 seconds; validation status (allocated / under review / rejected) within 5 minutes.

03

Routing to the right bookkeeper

Using the bookkeeper's company ID, the confirmation is routed to the responsible professional.

04

Seven-year custody

Each invoice and confirmation is retained with a hash signature for seven years, in line with the record-keeping obligation.

Frequently asked questions
Does 4notify need the Tax Authority credentials?

No. 4notify works with the delivery envelopes the accounting system emits; the connection to the Israel Tax Authority allocation service stays inside the taxpayer's software.

What happens during the phased rollout of the threshold?

4notify processes the confirmation envelope the same way as the threshold drops year over year; what changes is the issuer's system, not our delivery and validation layer.
