MOC numbering plan, alphanumeric sender ID and A2P routing into Israel

The Ministry of Communications (MOC) regulates the +972 numbering plan and sender-identifier rules. Four operators cover the country: Cellcom, Partner, Pelephone and HOT Mobile. 4notify routes over direct tier-1 connections with all four, registers the alphanumeric sender ID, and verifies the do-not-originate list at the API edge.

Preamble

Section 1 — By virtue of the authority vested by the Communications (Telecommunications and Broadcasting) Law, 5742-1982 and the national numbering plan administered by the Ministry of Communications, the present Record is issued concerning the delivery of A2P SMS traffic into Israel and the registration of the sender identifier.

MOC notification + operator contracts

4notify is notified to the MOC as a messaging provider and holds sender-ID contracts with all four operators.

Alphanumeric sender-ID registration

Brands register their sender ID (e.g. "Hapoalim", "IsraelPost") with the operators. Requirements: registered trademark, sample message. Activation: 5-10 business days.

Do-not-originate list enforcement

Banks, public bodies and emergency services can never be spoofed as a sender. 4notify mirrors the reserved-identifier list at the API edge every 5 minutes.

Opt-out keyword processing

On every commercial message the keywords STOP and HASER (remove) are processed within 3 days and reflected in the suppression list.
