Constitutional foundation for telecommunications regulation in India.
TRAI DLT Header ID registration: Principal Entity onboarding on the Vodafone-Idea, Jio, Airtel and Tanla blockchain consortium
India is the only country in the world that has put its A2P SMS register on a blockchain. The Telecom Regulatory Authority of India (TRAI), through the TCCCPR 2018 regulations, requires every Principal Entity to onboard onto a Distributed Ledger Technology (DLT) platform — run as a consortium of Vodafone-Idea, Jio, Airtel and Tanla — and obtain a six-character Header ID before any commercial SMS may pass through Jio, Airtel, Vi (Vodafone Idea) or BSNL. 4notify carries Principal Entities across the four TSPs (Telecom Service Providers) with tier-1 direct connections, scrub-chain verification at the API edge, and a five-year signed audit envelope.
Whereas, by virtue of the powers vested by the Telegraph Act, 1885 and the Telecom Regulatory Authority of India Act, 1997, and in furtherance of the Telecom Commercial Communications Customer Preference Regulations, 2018 (TCCCPR 2018), this edict is issued upon the registration of a Principal Entity Header on the Distributed Ledger Technology platform of the consortium.
Establishes TRAI as the regulatory authority over the Indian telecom sector.
The blockchain-based DLT regime: mandatory Header and Template registration, scrub chain, DND enforcement.
Principal Entity onboarding on DLT
The brand registers on any one DLT platform (Vodafone-Idea, Jio, Airtel or Tanla) by submitting GST/CIN, PAN, an authorised signatory letter and KYC — the record then replicates across the consortium ledger.
Header ID reservation (six-character alphanumeric)
The brand selects a 6-character Sender ID per category (transactional / service-implicit / service-explicit / promotional). Bank-grade prefixes (e.g. AD-, AX-, JD-, JK-, JM-, VK-) are auto-assigned.
Telemarketer chain binding
The Principal Entity binds 4notify as its registered Telemarketer (TM); the chain PE → TM → TSP is locked on-ledger.
Five-year signed audit custody
Every delivery carries the on-ledger Header + Template ID; the audit envelope is signed and retained for five years, in line with TCCCPR record-keeping.

}VK-FOURNT: Your 4notify account is now live on TRAI DLT (PE ID 1102…123456, Header VK-FOURNT). You can begin commercial messaging on Jio, Airtel, Vi and BSNL.
- Principal Entity onboarded on one DLT platform (Vodafone-Idea / Jio / Airtel / Tanla)
- Six-character Header ID reserved per category (T / SI / SE / P)
- Telemarketer chain binding to 4notify locked on-ledger
- Five-year audit custody documented per TCCCPR 2018
4notify is the only A2P provider that carries a Principal Entity onto the TRAI DLT consortium across Jio, Airtel, Vi and BSNL with tier-1 direct connections, scrub-chain verification at the API edge, and a five-year signed audit envelope conforming to TCCCPR 2018.
Do I have to register on all four DLT platforms?
No — registration on any one DLT platform (Vodafone-Idea, Jio, Airtel or Tanla) replicates to the consortium ledger; the four TSPs all read the same chain.
How long does Header ID activation take?
Typically 24–72 hours after KYC verification. Headers for regulated sectors (BFSI, healthcare, government) may take longer because of additional vetting.
