Framework for road traffic, vehicle registration and toll collection on national highways.
Beep card, LTFRB transport, MRT-3 / LRT-1 / LRT-2 service alerts and RFID toll: mobility notices for the NCR commuter
Hundreds of thousands of NCR commuters use the MRT-3, LRT-1 and LRT-2 every day; the Beep card unifies tap-on across the three lines; the LTFRB regulates the wider public-utility-vehicle network; and the NLEX, SLEX and TPLEX expressways process millions of RFID toll passes a year under DPWH supervision. 4notify wires into the operator feeds and delivers service-disruption and toll-balance notices on the channel the customer prefers.
Whereas, pursuant to Republic Act No. 4136 (Land Transportation and Traffic Code), the LTFRB charter and the RFID toll regulations of the DPWH, the present Diaryo is issued on the delivery of mobility notices.
Public-utility-vehicle operators must inform passengers of route, schedule and service-disruption changes.
Operator feed subscription
4notify subscribes to the MRT-3, LRT-1, LRT-2 and toll-operator feeds; latency to the customer's device under 90 seconds.
Line / station preference
The customer pins a line (for example "MRT-3 Cubao–Taft") or a station pair; only disruptions on that route reach them.
Toll reminder
Customers with a registered RFID receive an end-of-day reminder if the balance is low or there are unpaid passes on the NLEX / SLEX / TPLEX.

How fast do disruption notices reach commuters?
From operator feed to handset, P50 is under 90 seconds; the upstream feed itself can be slower depending on the operator.
Can a fleet subscribe to toll reminders without owning the RFIDs?
Yes — fleets and leasing companies subscribe by plate; individual drivers subscribe by their own plate.
