UKE in practice: CLI authentication, alphanumeric Sender ID and shortcodes for SMS-A2P traffic to Poland

The Office of Electronic Communications (UKE, the Polish regulator for electronic communications markets) regulates the numbering plan under Telecommunications Law art. 84 and has enforced CLI authentication standards on SMS-A2P traffic since 1 March 2025. The Mobile Ecosystem Forum Poland (MEF PL) operates the alphanumeric Sender ID Registry and Do Not Originate list which all four mobile networks enforce at ingress. 4notify routes via tier-1 direct interconnects at Orange Polska, Play (P4), T-Mobile Polska and Plus (Polkomtel).

Up to 3% of annual revenue or PLN 1,000,000 per Telecommunications Law. Additionally UODO may impose GDPR fines up to EUR 20 million or 4% of global turnover.
