mObywatel, ePUAP, Trusted Profile and e-Identity — delivery of public administration notifications for the Polish citizen

Over 22 million Poles use mObywatel (official government app), 6 million use ePUAP and 16 million use Trusted Profile. The Centre for IT Information (COI) operates the entire infrastructure under KPRM supervision. 4notify delivers administrative decision notifications, official deadlines and authentication codes via SMS, push and email with P50 < 4 seconds.

Preamble

Pursuant to the Act of 17 February 2005 on the informatisation of activities of public service entities (Journal of Laws 2005 No. 64 item 565) and the Minister of Digital Affairs Regulation on ePUAP, the Prime Minister issues the following Notice.

COI API integration

4notify integrates with COI notification system for mObywatel + ePUAP + Trusted Profile.

Three-channel cascade

Administrative decision → push (60s) → SMS (2 min) → email (5 min); citizen preferences from mObywatel.

Trusted Profile authentication code

OTP within 60-second window for all four MNOs; email fallback on SMS failure.

FAQ
Can 4notify see citizen PESEL?

No. Envelope carries only PESEL hash; COI system holds cleartext PESEL and resolves hash locally.
