Estonian banks (Swedbank, SEB Pank, LHV Pank, Coop Pank) implement PSD2 SCA with Smart-ID, Mobile-ID or OTP. 4notify delivers OTP via tier-1 gateway with P50 <3s across Telia Eesti, Elisa Eesti and Tele2 networks.
