ACM in practice: CLI authentication, alphanumeric Sender ID and shortcodes for SMS-A2P traffic to the Netherlands

The Autoriteit Consument en Markt (ACM, the Dutch regulator for markets, consumers and telecommunications) regulates the numbering plan under the Telecommunications Act and has enforced CLI authentication standards on inbound SMS-A2P traffic since 1 March 2025. The Mobile Ecosystem Forum NL (MEF NL) operates the Whitelist Registry for alphanumeric Sender IDs and the Do Not Originate list which all three mobile networks enforce at ingress. 4notify routes via tier-1 direct interconnects at KPN, Odido and Vodafone NL.

Five-step ACM + MEF NL compliance

    MEF NL Code of Practice v2.1 attestation

    Register alphanumeric Sender ID

    Brands register Sender ID (up to 11 chars) in MEF NL Registry. Required: BOIP trademark, sample SMS, declaration of use. Activation 3-7 working days across all three MNOs.

    ACM CLI authentication chain

    Since 1 March 2025 every outbound SMS carries an authentication token tying origin to MEF NL whitelist.

FAQ

Do I need a Dutch legal entity to deliver SMS to the Netherlands?

No. 4notify operates tier-1 interconnects from EU infrastructure. Brands supply BOIP trademark (or EUIPO equivalent) for MEF NL attestation.

What are ACM fines for non-compliance?

Up to € 900,000 per violation under the Telecommunications Act. In addition, the Dutch Data Protection Authority may impose GDPR fines up to € 20 million or 4% of global turnover.

How long does Sender ID activation take across all three MNOs?

Typically 3-7 working days. KPN activates fastest; Odido and Vodafone NL may take 1-2 days more.
