UKE numbering plan, alphanumeric Sender ID and ban on CLI spoofing in SMS-A2P traffic to Poland

The Office of Electronic Communications (UKE) regulates the Polish numbering plan under Telecommunications Law art. 84. Since 1 March 2025 UKE enforces CLI authentication standards on inbound SMS-A2P traffic. Mobile Ecosystem Forum Poland (MEF PL) operates the alphanumeric Sender ID registry and Do-Not-Originate list for NIP, ZUS and systemic banks. 4notify routes via tier-1 direct interconnects with Orange Polska, Play, T-Mobile Polska and Plus.

Preamble

Pursuant to the Telecommunications Law of 16 July 2004 art. 84 (Journal of Laws 2004 No. 171 item 1800) and the UKE decision of 18 December 2024 on CLI authentication, the President of the Office of Electronic Communications issues the following Notice.

UKE notification + MEF PL attestation

4notify notified to UKE as telecommunications provider and registered as tier-1 aggregator in MEF PL Registry.

Register alphanumeric Sender ID

Brands register Sender ID (up to 11 chars) in MEF PL Registry. Required: UPRP trademark, sample SMS, usage declaration. Activation: 3-7 working days across all four MNOs.

DNO list for NIP, ZUS, banks

NIP, ZUS and systemic bank numbers may never appear as sender of unsolicited communication.

STOP / unsubscribe within 24h

Per UODO + GDPR STOP, NIE, ZAKOŃCZ processed operator-side within 24h.

No. 4notify operates tier-1 interconnects from EU infrastructure. Brand supplies UPRP trademark (or EUIPO equivalent) for MEF PL attestation chain.

What are UKE fines for non-compliance?

Up to 3% of annual revenue or PLN 1,000,000. Additionally UODO may impose GDPR fines up to EUR 20 million or 4% of global turnover.
