ACM numbering plan, alphanumeric Sender ID and the ban on CLI spoofing for SMS-A2P traffic to the Netherlands

The Autoriteit Consument en Markt (ACM) regulates the Dutch numbering plan under the Telecommunications Act. Since 1 March 2025 the ACM enforces CLI authentication standards for incoming SMS-A2P traffic. Alphanumeric Sender IDs require registration in the MEF NL Whitelist Registry. 4notify routes via tier-1 direct interconnects at KPN, Odido and Vodafone NL.

Preamble

Pursuant to the Telecommunications Act and the ACM decision of 18 December 2024 concerning the source authentication of the Calling Line Identification, the Autoriteit Consument en Markt issues the following Notice on the delivery of SMS-A2P traffic to the Netherlands.

ACM notification + MEF NL attestation

4notify is notified to ACM as a telecommunications provider and registered as tier-1 aggregator in the MEF NL Whitelist Registry.

Register alphanumeric Sender ID

Brands register their Sender ID (up to 11 chars) in the MEF NL Registry. Required: BOIP trademark proof, sample SMS, declaration of use. Activation: 3-7 working days across all three MNOs in parallel.

Postfilter Robinson cross-check

For marketing SMS auto-cross-check against Postfilter (DDMA) and Bel-me-niet Register. Registered numbers excluded pre-send.

04

STOP / unsubscribe within 24h

Per GDPR Art. 21 STOP, AFMELDEN or UITSCHRIJVEN processed within 24 hours operator-side.
